この取り組みを映像で記録するという役割はあるが、遠距離から撮影にでかけていることもあり、私は「ぷかぷか」の仕事の一部を具体的に担えるわけではない。
ドキュメンタリーを作ること以外にできることは、私自身が感じたことや考えたことを伝えることくらいだろうか。
とはいえ、具体的に手を出さない、見ているだけの人間が、分かったような顔で発言するのはおこがましいように感じることもある。
いろいろ考えてみるが、結局、私にできることは、「ぷかぷか」のことをたくさんの人に知ってもらうことかもしれないと思う。
「今、こういう取り組みを撮影させていただいています」。
どこかへ出かけたとき、初めて出会った人にも、「ぷかぷか」の話をしてみる。このブログを紹介してみる。興味を示してくれる人もいる。経営や事業計画について感想をくれる人もいる。これからお店がオープンしたら、「パンを買いに行ってみよう」と考えてくれる人がいるかもしれない。「ぷかぷか」に何か困ったことが発生したとき、知恵を貸してくれる人もいるかもしれない。
そんなことを考えている。
３月29日（月）、東京都内で開催されたISL（アイ・エス・エル）主催の第２回SEOYキックオフ・フォーラム（第12回ISL社会イノベーター・フォーラム）に足を運んだ。参加の動機は、ケア・センターやわらぎ代表理事の石川治江さんと、社会起業家フォーラム代表の田坂広志さんのお話を聞いてみたかったからだ。
石川治江さんは、障害者との出会いから介護・福祉分野に興味を持ち、1978年に生活支援ボランティア組織をつくった。その後、1987年に非営利の民間福祉団体としてケア・センターやわらぎを設立。介護保険制度がない時代から、介護・福祉分野のサービス提供に取り組んできた人だ。
サービスを始めた当初は、お年寄りの生活支援を目的に訪問したスタッフが、訪問先の家族から「お手伝いさん」と呼ばれたこともあったという。「介護は、嫁の仕事」の時代で、生活支援サービスについて認識されてはいなかった。そのようななかで、「地域で暮らしたい」という障害者・高齢者に応えようと、24時間365日の在宅福祉サービスをやると打ち出し、「どんなケースも断らない」と決めて取り組んできたそうだ。
「お金がない、場所がない、人がいない･･･断る理由はいくらでもあります」
石川さんは、こんな指摘をした。
「できない」「駄目だ」という議論を、いつまでしても意味がない。
「やる」という姿勢で考える。心がけるのは「やろう」「知ろう」「学ぼう」ということ。
ただし、やみくもに何でもやるということではない。
「夢を現実にするには、情報をとれなければいけない」
石川さんは、こう話した。
夢を現実にするために、もっとも適切で、現実的な手段を探していく。
さまざまな情報のなかから、最適な手段を選択していく。そのようなことを言われているのだと解釈した。
講演の後の時間で、私は、次のような質問をした。
「1つの事業を起こそうとしているとき、１人でやれることには限界がある。周りの人や地域の人を動かしたり、巻き込んでいくことが必要になってくると考えている。人を動かしたり、巻き込んだりすることを、どのようにつくっていけばいいか？。そういうことについて、何か感じていることはありますか？」
石川さんの答えは、こうだ。
動かそうと思っても、人は動かせない。
社会に存在している何かを変えたいと思う時、現状に対して「おかしい」とか、「怒り」を感じているはずだ。その思いを人にぶつけていく。言葉で伝えていくことだと思う。
そして、どんな状況にぶつかっても、それを面白がれる能力を持つこと。暗い顔をしている人と何かを一緒にやりたいとは思えない。面白がれる能力を持つ人には、「あの人は面白そうなことをやっているようだ」と、自然に人が集まってくる。
