知的障害者が働くカフェ＆ベーカリー「ぷかぷか」の立ち上げを追いかけている中で、気になっている事がいくつかある。その１つが、「社会起業家」「社会的企業」だ。
「社会起業家」「社会的企業」に関する書籍をいくつか読んで整理してみると、「社会起業家」とは、「社会貢献を目的とする事業を起こした人」をいえる。そして、「社会的企業」は、社会貢献を目的とした事業をビジネスとして展開している企業のことを指す。つまり、「社会的企業」は、無償のボランティアや税金で賄われる「福祉」と、営利目的の「企業」の中間に位置づけられる。
日本でも、社会起業家は現れている。
事業の目的はさまざまで、子育て支援、地域振興などに取り組んでいる社会的企業の事例が、メディアに取り上げられている。
社会的企業のなかには、障害者雇用を事業目的にしている企業もあるはずだ。
私は、「ぷかぷか」の立ち上げを追いかけながら、「ぷかぷか」と同じような理念ですでに事業を展開している社会的企業があれば知りたいと考えていた。
そんな私にとって、興味深いセミナーが開催された。
日本障害者リハビリテーション協会と日英高齢者・障害者ケア開発協力機構主催、英国大使館後援で開催された「国際セミナー 障害者の新しい雇用?インクルーシブな雇用の実現?」（2010年１月31日、会場：全国社会福祉協議会・灘尾ホール）だ。
このセミナーは、社会的企業の１つである「ソーシャルファーム」に焦点を当てていた。
「ソーシャルファーム」とは、社会的企業のなかでも、特に一般の労働市場では就職が難しい人々（障害者や高齢者、ホームレス、刑務所出所者など）の雇用に焦点をあてている事業体のこと。まさに、私が「知りたい」と思っていた社会的企業の一分野だ。
セミナーでは、海外から演者を招き、英国やドイツの「ソーシャルファーム」を取り巻く状況も紹介しながら、現状や課題について意見が交わされた。
「ぷかぷか」を取り巻いている環境や、事業立ち上げの課題は重なる点が多いと考えられるので、今回は、このセミナーの講演やパネルディスカッションから得た情報を簡単にまとめてみたい。
■ 「ソーシャルファーム」の理念
今、なぜ、「ソーシャルファーム」が必要とされているのだろうか？。
炭谷茂氏（日英高齢者・障害者ケア開発協力機構日本委員会副委員長、ソーシャルファームジャパン理事長）は、基調講演で、「第３の職場＝社会的企業が必要です。それがソーシャルファームだと思います」と話した。
炭谷氏によると、一般の労働市場では就職が困難な人のための職場として、まず、「第１の職場＝税金や福祉制度で維持されている職場」（例えば、授産施設、福祉作業所など）が存在する。しかし、第１の職場は、受け入れられる人数や仕事の種類に限りがあり、工賃も１カ月１万円程度で、働いても自立した生活を営むことができない。
次に、「第２の職場＝民間企業」があるが、法定雇用率を達成できている企業は少ない。日本の法定雇用率は、イギリス、ドイツと比べて低いが、それを達成することもできていない現状がある。つまり、「第１の職場」「第２の職場」だけでは、うまくいかない。
そこで、「第１の職場」の要素である「事業は社会的、公益的な目的を持つ」という点、「第２の職場」の要素である「税金に依存するのではなく、ビジネス的な手法で展開する」という点を取り入れたハイブリッド型の「第３の職場＝社会的企業」が求められているという。
炭谷氏が理事長をしている「ソーシャルファームジャパン」では、日本で「ソーシャルファーム」を2000社つくることを目指し、さまざまな活動を展開しているそうだ。
上野容子氏（東京家政大学文学部福祉学科学科長・教授）は、パネルディスカッションのなかで、障害者の就労について、「これまでは先に訓練ありきで進んできた」と指摘した。
障害者の一般企業への就労についても、障害者が企業のやり方にあわせる部分があったという。
障害者に訓練させたり、企業の仕事にあわせることを求めるのではなく、障害者自身が「これをしたい」というものを仕事にしていくこと。それが「ソーシャルファーム」のあり方だと説明した。
「ソーシャルファーム」は、障害者にとって、より働きやすく、やりがいや生きがいを持てる職場になる可能性を持っていると思う。その考え方は、高崎さんの「ぷかぷか」が目指しているものに重なり、「ぷかぷか」が実現すれば「ソーシャルファーム」といえるだろう。
■ どのように立ち上げ、どう展開していくか？‐?リスクを軽減するために
「ソーシャルファーム」の理念は、新たな障害者就労の道をつくる可能性を感じさせる。
しかし、「ソーシャルファーム」にも課題はある。
会場にいた参加者からは、「就労支援A型事業所を立ち上げ、精神障害者がお菓子を製造・販売する事業を展開しているが、私財を投げうってやっている。この事業に取り組むことを人に勧めることはとてもできない。もっと国の支援が必要だと考えている。個人の犠牲を伴う福祉は成り立たないと思う」という声があがった。切実さが伝わる声だった。
一方で、同じように私財を投じて事業を立ち上げている参加者から、「民間企業がビジネスをするのと同じように、リスクは引き受けなくてはならないと思う。売れる商品をつくること。商品のブランディングやマーケティングをもっとやらなくてはいけない」という声もあった。
「ソーシャルファーム」を立ち上げようとしている人は、「問題を抱えている人と一緒に仕事をしよう」という思いがある人だが、資金が十分にある人は、少ない。たいていは、私財を投げ打って取り組んでいるようだ。事業は立ち上げが難しい。立ち上げ時のリスクを少しでも低くすることが求められている。
演者や会場からは、事業を成功させるためのヒントも、いくつか出された。
次のようなことを考える必要があるという指摘だ。
・ どのような市場でビジネスをするか？。つまり、どのような商品を、どの程度の収益率で、どの程度の量を販売すれば事業が成り立つのか？を考える。マーケティングや市場調査が必要。
・ 価格の設定をきちんとすること（これが難しい）
・ 多品種、少量、ニッチを目指すことが必要。（イギリスでは、「１つの籠にたくさんの卵を載せることはやめたほうがいい」と言う。１つの大きなことに賭けると、リスクが大きくなる）
・ 他にはないアイデアは、ビジネスになる
・ 事業は、小さな部門で起こすこと
・ 消費者を用意すること。（消費者を事業のサポーターとしてつかまえ、確保しておく）
・ 地域の住民も参加するかたちをつくる
これらは、ビジネスを展開するうえで、基本的な要素といえるかもしれないが、こうした要素をきちんと詰めていけることが、リスクを軽減し、成功を導くための鍵なのだろう。
■ 今後の課題
最後に、日本における「ソーシャルファーム」の発展について考えてみたい。
ドイツでは「ソーシャル・ファーム法」という法律ができており、「ソーシャルファーム」を立ち上げる時、そして立ち上げから３年間は、政府による手厚い支援がある。
投資の補助金・貸付金（職場１件：２万5000ユーロ）、ビジネスコンサルティングを受けるための補助金（新規の場合4500ユーロなど）のほか、非営利企業は消費税を19％→７％に減額など、ヨーロッパ諸国のなかでも支援が充実している。（ゲーロルド・シュワルツ氏／国連ミレニアム開発目標達成のための基金とセリビア政府による共同プログラムコーディネーターによる講演より）
ただし、ドイツでも、突然、このような支援制度ができたわけではない。「ソーシャルファーム」がぐんと増えてきたのは、2000年以降だ。
ドイツでは、「ソーシャルファーム」の存在価値を示す調査研究を行ない、ロビー活動などを通して支援制度を獲得してきた経緯がある。
障害者が働き、税金を支払うことができれば、政府が「ソーシャルファーム」の立ち上げに投資した分は還ってくる。このことを具体的に示したことが、「ソーシャルファーム」への支援制度をつくる説得材料になったようだ。
経営の経験がない一個人が、事業を起こし、それを軌道に乗せるのは容易なことではない。「ぷかぷか」の立ち上げに奮闘している高崎さんと接していても、事業を起こすことの大変さを感じる場面がたくさんある。
ドイツと同程度の支援制度をつくることは、すぐには難しいだろう。しかし、「障害者が働く場をつくりたい」という思いを抱く個人を、何か、もう少しサポートする仕組みをつくることはできないのだろうか？。
「ソーシャルファーム」のこれまでの成功事例や失敗事例から学んだり、事業立ち上げに関するノウハウを細かく知ることができたり、起業家同士が情報交換したり、協力しあえるような場が、もっとできないか？。
全国各地で芽吹きつつある日本版「ソーシャルファーム」の情報を積み重ねて、「ソーシャルファーム」の存在価値を、社会全体に向けて示すことも必要だと感じている。
